Thanks the mayor and city staff for the new backflow valve program letters and smoke testing; neighbors have spent tens of thousands cleaning flooded basements.

Appreciates the backflow preventer program but asks how the city will handle the bigger problem — the lake that forms on East State Street when storm sewers can't keep up.
