A mom of a two-year-old, she said there's no truly safe playground for that age group and urged council to move forward now rather than wait on the shade question.

Compared the dedicated toddler playground to the city's separate small-dog park, and said the proposed surface would be safer for her clumsy, exuberant daughter and her friends with disabilities.
