Civic issues
Topics getting the most attention in Athens public meetings, ranked by how frequently they come up.
Welcome Home Ohio Affordable Homes PUD
Eight new affordable single-family homes, selling for up to $180,000 to income-qualified buyers, are proposed at 93 Hudson Avenue using $2 million in state grant funds. The project needs several variances and returns for a final commission vote September 16.
Rental code inspection reform
The subcommittee is building a report on the city's rental inspection processes, using framework sections and violation data from 2023-2025. The findings will shape how Athens inspects rental housing going forward.
Casa Nueva planter and ramp accessibility
The commission's Executive Team was scheduled to discuss an email from Casa Nueva about a planter and ramp — potentially an accessibility concern at the downtown co-op restaurant.
Hudson Street housing project
The city plans to build eight affordable houses for sale behind the Red Cross building, using what appears to be Welcome Home Ohio grant funding. The commission plans a special meeting to review the landscaping plans before the Planning Commission acts, with trees funded through the tree bank.
Tree bank and Menards nursery partnership
The city's tree bank — funded by developers instead of planting required shade trees — has been strained by a deal letting Menards supply trees in lieu of payment, and those trees arrived in poor condition. The commission wants to shift sourcing to local nurseries and put the per-tree fee (about $230) into code.
Proposed Community Reinvestment Area
A citywide property tax abatement program could make new construction and home renovations cheaper to build in Athens, but council has big questions: should it cover rentals, ADUs, and remodeling? School districts would lose some tax revenue on abated value. Expect lots more discussion before any ordinance.
Commission appointment of Chris Hedges
Local woodworker Chris Hedges applied to join the Shade Tree Commission. The mayor is expected to nominate him in August, giving the commission a fifth member.
CHIP housing repair partnership
Council took the first reading of a 2026–2028 partnership with the Athens County Commissioners to apply for Community Housing Impact and Preservation grant funds, which pay for repairs and painting on low-income residents' homes.
Affordable Housing Review
Athens can get $350,000 in federal and state housing funds by partnering with Athens County — home repair, rehab and down-payment help for income-eligible owners and renters — at no cost to the city.
Affordable Housing Land Transfer
Athens City Council just approved handing over city-owned land for an affordable housing project. The goal is to chip away at local housing costs by making it cheaper to build units. If it works, more Athens renters could get relief—but the details on affordability and timeline still matter.
