Civic issues
Topics getting the most attention in Athens public meetings, ranked by how frequently they come up.
City-funded bike path and Columbus Road median plantings
The Service-Safety Director asked the commission to recommend plantings for the Columbus Road medians, which have shallow soil over asphalt. Members suggested crabapples and understory trees like redbuds and dogwoods, with work contracted out in spring rather than using volunteers.
OU soccer field tree planting
About eleven trees (pin oaks along a swampy row, plus sugar maple, basswood, and yellowwood) are planned for spring around the OU soccer fields, with mapping done and OU grounds staff approval still needed. Youth soccer groups may also want trees near their storage area.
Athena Award recognition
The Athena Award Committee was scheduled to discuss a poster and nomination updates for the award honoring disability community contributions.
Community pavilion for Athens Farmers Market
Council approved $300,000 in state capital money for design and site prep of the long-planned pavilion at the farmers market site, passing it in one night to meet the state reimbursement deadline. The site will be usable even before the full ~$1.2 million building is funded.
Fall planting program on the west side
The commission wants to plant about 75 trees along the bike path near West Side Park plus 5-7 at the OU soccer fields, tentatively the weekend of November 7. It all depends on Parks Department capacity and OU approval.
Community playground and park projects
A proposed $105,000 renovation of the preschool playground ran into pushback from Council Member Swank, who inspected the equipment and found it in excellent shape, questioning whether the money is needed.
Johnny Appleseed Park used as construction staging
The contractor is using the park to stage equipment — shrubs yanked and grass graveled over — without the commission knowing beforehand. Restoration is promised by November, and commissioners want soil remediation included, not just replanting.
NatureWorks recreation grant application
The city would apply for Ohio Department of Natural Resources NatureWorks grant money for a public recreation project, committing to its local cost share if awarded.
Pre-kindergarten playground renovation
The 26-year-old pre-K playground behind the Community Center would get an $80,000 appropriation with up to $105,000 in spending authority. Council Member Swank questioned the need, the missing shade plan, artificial turf safety, and the extra $10,000 above the $94,295 quote; other members who visited the site defended the replacement, and pre-K classes are doubling this fall.
Municipal Arts Commission expansion
A code amendment would grow the Athens Municipal Arts Commission from seven to nine members and change residency requirements for who can serve.
