Civic issues
Topics getting the most attention in Athens public meetings, ranked by how frequently they come up.
City fiber network completion
A $25,000 bump to the fiber project would extend fiber to Fire Station 2 on Richland Avenue and connect more traffic control boxes.
OU soccer field tree planting
About eleven trees (pin oaks along a swampy row, plus sugar maple, basswood, and yellowwood) are planned for spring around the OU soccer fields, with mapping done and OU grounds staff approval still needed. Youth soccer groups may also want trees near their storage area.
Parking garage gate repair pay
Parking enforcement officers will get extra pay for fixing garage gates themselves, instead of waiting and paying for a Columbus repair company — faster fixes and lower cost.
Solid waste accumulation enforcement
A new ordinance would let code enforcement force removal of amassed solid waste after a fifth violation, with cleanup costs liened to the property — treating chronic waste buildup as the public health issue it is.
Parking fine payment window extension
The only change left in the parking penalties ordinance: you'd get 14 days instead of 5 to pay at the reduced rate. Fee increases were dropped after earlier discussion.
Parking garage design problems
Members Swank and Thomas flagged that the parking garage exit has a bad turning radius forcing drivers out of their cars, discouraging people from using the garage as an alternative to street parking.
Civility resolution
Council reviewed a resolution committing elected officials to respectful engagement, modeled on a National League of Cities idea. Member Swank questioned whether it does anything and asked other elected officials to formally sign on; it goes to a single reading September 8.
Athena Award recognition
The Athena Award Committee was scheduled to discuss a poster and nomination updates for the award honoring disability community contributions.
Traffic Code Penalty Amendments
An ordinance would amend penalties in Athens' traffic code, sections 7.09.99 (P), (Q), and (R).
Unauthorized tree pruning during Boogie on the Bricks
Someone cut a limb off a healthy Court Street tree to set up the festival stage without approval. The bad cut can promote dead wood, so the commission wants to follow up and fix it.
Commission appointment of Chris Hedges
Local woodworker Chris Hedges applied to join the Shade Tree Commission. The mayor is expected to nominate him in August, giving the commission a fifth member.
Mansfield Cemetery conservation project
The city rediscovered the long-lost Mansfield Cemetery on land bought with Clean Ohio funds and plans to use opioid-settlement money to pay a recovery workforce to build trails, restore the cemetery and possibly reactivate it as a conservation cemetery.
2026 Staffing Reductions and Pay Adjustments
Retirements and new water meter technology mean trimming a lab technician, a parking enforcement officer, and a meter reader from the 2026 staffing ordinance, plus pay-grade housekeeping for non-union positions.
NatureWorks recreation grant application
The city would apply for Ohio Department of Natural Resources NatureWorks grant money for a public recreation project, committing to its local cost share if awarded.
CDBG program year 2026 funding notice
HAPCAP staff read the required public notice of Athens' CDBG eligibility: $150,000 allocation program, plus competitive Residential Public Infrastructure ($750K max), Critical Infrastructure ($500K max), and Flex programs. A strategy meeting was set for the next day.
Municipal Arts Commission expansion
A code amendment would grow the Athens Municipal Arts Commission from seven to nine members and change residency requirements for who can serve.
Siam Thai D-3A liquor permit
The West Union Street restaurant wants to extend alcohol service until 2:30 a.m.; the committee raised no objection, though Chair Swank questioned why a restaurant closing at 9 p.m. needs the permit.
